This is the special screw which screws into the underneath of the older Briggs and Stratton bowl type carburettors and allows adjustment of the fuel mixture in High Speed Operation,
JAPG TIP: It is a common occurrence with these to get damaged in use by a user screwing the valve in too tightly which in turn damages the sealing surface making it near impossible to ever set the mixture correctly again,
